Hello i cant do /gm 1 or anything with Permissionsex spong but i am op can any 1 help me how i can fix permissions for permissionsex.

PermissionsEx is currently no longer supported by it’s developer. That said you can find first run instructions here: https://github.com/PEXPlugins/PermissionsEx/blob/master/doc/Tutorial.md#first-run

I’d recommend using LuckPerms.
