Plugin developers are pretty rare around here and the ones willing to do work for free and have the time to are even rarer, so I doubt anyone would be able to build this for you.
However, I just translated this using google, and it looks like just a bunch of utility plugins (correct me if Iām wrong?), most plugins here support translation and are easy to translate yourself.
